They were arrested at a house near Madoya primary school in Huruma estate, Nairobi, said Starehe OCPD Bernard Nyakwaka.
Nyakwaka said they were on their way to South Africa but lacked proper travel documents.
He said they will be arraigned in court on Friday.
More than 100 Ethiopians immigrants, were arrested at Embakasi’s Tassia area in February.
They were arrested in a raid by officers from the Special Crimes Prevention Unit following a a tip-off from an informer.
Police said they were headed to South Africa.
